The gains of certification do nothing to compensate the owners who pay taxes on the recreational land that have had their deer stolen from them, 

Bull. These deer weren't stolen. These land owners took them while hunting. Yes, the DNR said there were ample deer to take more, but if you didn't shoot them all, they'd still be there. That's an entitlement mindset of I ever saw one.
