I asked a CO about this once, in regards to guys 'pike fishing' on muskie lakes with 10" jerkbaits and giant bucktails. He said it's like the Supreme Court's definition of pornography - 'I can't define it, but I know it when I see it.' Guys fishing muskies early are probably the worst for this honestly. Really gets on my nerves. That having been said, on a lake that also has decent pike, early season's a good time to get 'em, so, what do you do...
Starting this year there is a C&R only bass season which opens the same weekend as walleye season. Probably a sensible thing to do honestly, especially for bass. For most of the state the idea that the later opener was protecting spawning fish was kind of a joke - a lot of the time they aren't spawning until after the opener anyhow. But, it will be interesting to see if this opens the door to similar rules for other species, or if it stays with just bass because frankly the majority of MN anglers really don't care about bass that much anyhow...
