Under federal law pedestrians only have the right of way at marked intersections and intersections that are unmarked with stop signs. So a four way intersection posted with stop signs a driver must yield the right of way to a pedestrian crossing the intersection....you can't just run them over.
Everywhere else, unless they have a permit to match up a street from the city, which if granted would involve the city PD closing the street to thru and cross traffic, then anyone in the street must yield the right of way to any oncoming vehicle traffic.
That's why the only time you'll ever see someone charged for hitting and killing a pedestrian is if they're found to be under the influence of drugs or alcohol. Otherwise, if a some people are hanging out in the street.....just run the fukcers over and say you didn't see them.....you were too focused and attentive to driving.....and they must have jumped out at the last second. You didn't even see them....just heard the impact....whoops.
