I see in the regs it says that you cannot intentionally fish for a closed species.
But could someone be casting with a Rapala and if questioned just say they were fishing for carp?
Or how does that all play out?

As required (and perfect), they all used cheap Zebco closed face combos, or giant spinning reels with heavy action rods and about 40 pound mono. At the end of the mono was a steel leader attached to a bobber the size of a baseball which was attached to another steel leader and then a hook. The moral of the story is, a sane person would look at that and say Muskie or Northern fisherman, but the possum cops were there just about every time I was and never ticketed based on setup alone, prior to them actually catching a fish. Because they kept literally everything they caught, they did get ticketed for the several closed species in their buckets. Of course they immediately didn't know how to speak English at this point and if one of em did slip up and speak in tongues, they were always sure to point out that they are hunter/gatherers in the homeland and their is no such things as limits or closed seasons.
Disclaimer: unless you dye your hair black, grow out a bowl cut, shrink 6-12", and drive a late model Civic with a giant monza tip exhaust, your results may vary.
