...and have to sue farmers for the expense of bringing in outside water to mix with theirs in order to dilute it enough to meet federal minimum standards for human consumption.
The value in having what's essentially an unlimited source of clean fresh water for your only major metropolitan area is huge. Sometimes I look at some of these projects and think they're not getting the bang for their buck they should as a sportsman, but even with them paying money to landowners to do what they're currently doing....
...the value in locking it up forever and keeping the river clean in perpetuity so a hundred, couple hundred years, or a millennia from now the water is clean and good to go is worth the money.
