This buck was spotted yet again on May 2nd with both antlers. Beginning to think it's an antlered doe, or it has some health issues. Any thoughts?

I was doing some reading on it, and saw that some bucks due to injury or some other cause, don't experience a drop in testosterone levels which causes them to shed antlers. There was actually a penned buck that had that happen and for the safety of other deer they cut the antler off...the new antler grew around the stub the old one never dropped. Next year the antlers grew normally
