Anyone have any guess on what these really bad pictures are of? There were a bunch out on the lake, but I don't think I've seen them before

They were littler than gaddys. My thought was ruddy, but I've never seen one in MN, much less the numbers that were out there

looks like a Ruddy to me, see some of them here in the SW part of state, they seem to never fly, scoot around the lake is about all I see them do................
