Does the state of MN manage any land for waterfowl?
Good luck getting a noon closure on federal WPA land. 1pm closure on designated resting areas would be interesting to see.

They will never close it at noon. They won't even address issues like making places like swan no motor to reduce disturbance to ducks. That's a whole other issue. I like afternoons because I don't have to deal with idiots in the dark.
