North Dakota hunting zones

Does anyone know why they have three non resident zones? I have always wondered if it was a political deal because it doesn't seem like the areas in zone 1 or 2 need protection from non-resident hunter numbers.

Has anyone ever hunted the high plains unit after the split in dec-jan? Do birds hold around the Missouri River that late in good numbers?

I just buy the zone specific license cause cheaper than hunt wherever. If a CO pinches me I'll just claim negligence.
