Not sure where he lives, but I do agree with the small bass part. I'll eat a 1 pounder anytime of year.

Cold clear water and small ones aren't bad, but not any over a pound and a half and no warmer water than maybe low 60's. Walleyes and panfish are so thick and mental in the spring, early summer, never had any desire to keep bass. Still way funner to catch bass.
