Harold are you a layout hunter or are you just on here to point out a grey area? Pepin is part of the river but I think it is viewed as a lake and that 100ft rule applys to the river part not the (lake)

Harold I believe you are reading the regulation wordage wrong. Or maybe I am?

To me it reads that the open water rules apply to all lakes and rivers other than the lakes designated for open water hunting and pepin is one of the designated lakes.

If Pepin has the same rules as the river, why in the regs is Pepin listed as having the same rules as LOW and Mille Lacs?

This isn't a gray area.

The waterfowl synopsis has contained many poorly worded regs throughout its history. Trespass and accessing public waters from roadways, for example. Also the question of including cripples toward your daily bag. Any lawyer or grammar teacher could tear them to shreds via the synopsis.

Lk Pepin is way out of my area of interest, but I believe in the first year or two of open water hunting they worded it the way Harold and I are talking. If they changed it, it just goes to show they have flunky interns writing the synopsis every year.

I have hunted the WI. side of Pepin for decades before MN. finally made it legal. Depending on the CO they will read it how they want. The basic deal is MN does not want anyone to do it. too much of a liability ... that's why they banned it for years. If your going to truly do it and run the long lines in the middle you better damn sure know what your doing. You still have to be anchored though... which is really fun on a windy day. If its windy and you don't have a tender good luck.
