He said mitigation is a headache but not impossible. You can do it just gotta pay the wetland credit bank.

He was actually really helpful, but bullet your right. I found the corps. of engineers was more strick and had more regulatory power placing fill in wetlands even if it was for habitat improvement.

Wildrice paddies (farms) are know to hold a few ducks too.
