If i hunt a popular boating lake which is still legal to hunt at and there so happen to be people fishing or boating into the bays and the ducks so happen to get up and fly to my decoys i will not get ticketed.


if your theory is correct you cannot shoot at ducks that get up and fly when there are duck hunters leaving or comming into the lake that you are hunting...

True, but that is not "rallying" them now is it?

Think of a "driven" pheasant hunt. That is rallying.

For waterfowl, if a person is intentionally motoring to get the waterfowl moving, that is illegal and thus those that shoot or attempt to shoot those chased up waterfowl is illegal to do so.
